do you actually get 15 to the xsplit servers though ? they have a few i had to change the default server to another because it was not using enough bandwidth.
 
i7 would benefit ever so slightly while streaming, but if you are trying to keep the costs down you can't go wrong with the 3570k. Even a modest overclock will bring it up to i7 levels easily enough.

Graphics card will be fine, xsplit is really just CPU limited.
