Yes, it's a decent card, though I wouldn't suggest it for high resolutions (1440p +) due to the lack of vram. It will handle most games well at high settings, but he may well need to sacrifice a few settings in the most demanding of titles, such as AA.

What is his max budget btw?

He said he was going to spend around £100 so these are a little bit of a stretch, thanks a lot for the replies though and yeah he will get that 560 :)

Yes it is. For that price it's a bargain. B grade means something maybe be missing. Probably just a screw or something, nothing major.

Contact them and ask what is wrong with it.
