anyone else seen this latest fake scam on ebay?!?

It's not really a "fake scam", it's just another hydrogen fuel enhancement system, there's load of them around.
I expect the NASA logo is in reference to this study and, in particular, this line in their conclusions:
NASA said:
Adding small amounts of hydrogen to gasoline produced efficient lean operation by increasing the apparent flame speed and reducing ignition lag.

These systems may slightly increase the efficiency of the engine, but the electrolysis of the water to create hydrogen puts a larger load on the engine through the alternator and results in a small decrease in overall efficiency (but possibly with reduced emmisions?)
 
I don't know, the picture of the actual unit in the Ebay add looks suspiciously like it's just a tank of water plumbed into somewhere!

It is, me and my dad made one last year, just a tub of water with two lengths of 2mm welding wire stuff in a double-helix formation in it, stick 12v on it and, + on one side, - on the other and....not a lot happens. There were a few bubbles which popped somewhat, so I guess some hydrogen was produced...
 
surely more than a 50% saving, last time I checked I could use as much water out of my tap for free (paying council tax anyway)

It doesnt run purely on water though. It uses the water to produce hydrogen which is then burned with normal petrol.

I doubt it gives any saving really.
