while watching the bbc "the polar bear family and me" at the start of the program the presenter was saying that normally in april there would be loads of sea ice, but that this year it was the warmest year on record and that sea ice was at a all time low. this means that the bears were starving because of the lack of seals.
but were have all the seals gone. did they all die because of the lack of sea ice, or is it a case the the seals are now in a different location to the bears

They are further out at sea. Whilst polar bears are excellent swimmers they can't swim far enough out to get to the seals without risking drowning due to tiredness etc Polar bears will likely end up on the endangered species list if they haven't already.

but do the seals not have to come onto land to have their pups
 
Indeed. They do that in the spring irc

winter is when most bears will starve. Come spring/summer food is more readily available.
