Is this damp on my wall?

Looks like what happens when you paint over plaster that hasn't finished drying.
 
pretty sure you're going to be in the next doctor who series... alien green stuff appears in people's homes overnight...
 
The dimples? it's the plaster coming off due to water/damp getting in.

I had kitchen re plastered then painted then a few weeks after water started coming in under the flat roof due to dodgy guttering. It did that to the newly plastered walls.

No damage though, just wiped off and re painted over.

It's not damp when I touch it, just dry powder stuff. Never noticed it before, only 'grew' overnight

Flesh eating wall fungus. Don't break the paint, it's the only thing holding it in right now, otherwise you'll release the spores.
 
powdery white stuff is "usually" salts migrating to the surface (efflorescence) and is indeed a sign of an increase of moisture (or drying out of) in masonry.

Is there a drainpipe on the exterior of that wall? That looks exactly like a small patch on my wall by the front door when I first moved in - a drain pipe had a crack in it which was leaking onto the wall. Once the pipe was replaced the wall just slowly dried out on it's own.

Edit - Obligatory, "no it's Ebola" comment!!
