If there was a grant then I would consider getting a system and ending up on a Police database of known CCTV systems.
It's quite a good idea.
If he has ANPR, then it must view a public place, in which case I hope he has the relevant signage and complies with all applicable DPA regulations.
ANPR is used by petrol stations all the time, the difference with Police ANPR, is that it is linked to the Police National Computer.

but I somewhat feel that if we are going to be harassed by them in the future that there should at least be some kind of Government grant to help fund homeowners and to help the local Police.

It's not linked to the PNC or DVLA databases so It's perfectly legal. It just clearly reads registration numbers.
