I doubt it was nearly done hence why they have delayed it. Rockstar always tend to be cushy with dates giving them time to polish the game rather than release a title that might have even more bugs/jank than an open world game should have :p

Shame about the delay but to be honest it was expected!

I very much doubt it as it would still be a lot of work to get it running on next-gen tech nevermind it actually making use of the next-gen power. For example most of the textures would have to be re-done, the environment redesigned in places to maybe include better draw distance, reflections and the like. It could be released as a "HD upgrade" but I think if that were to happen it would co-inside with a PC launch further down the line (still very doubtful being on next-gen), plus being a launch title would probably hurt GTA sales rather than benefit them as there is too much competition from other games.

I enjoyed nearly all of IV's glitches...

and it was almost done at least going by what all the sites and people who have recently played it have said, all they are doing is touching it up hopefully this time with anti-modding crap people ruined the online game so much for IV (on xbox)

Yeah, open world have glitches which are always awesome! But they probably need some more testing to try and iron out any game breaking features, broken cut scenes and things along those lines. As for the demos press has seen and such probably looks okay but think of how little they are actually seeing of the game. I not saying the game is/was totally broken but Rockstar probably weren't happy with how some of the multiplayer/story content was working so have decided to spend a few extra months polishing it up and maybe even improving what we have seen already!

Remember GTA 4's first trailer vs when the game came out?! The game looked so much better :D
 
While disappointed about the delay, at least this gives me more time to complete all of the other games I have xD
