I'm not sure where you're getting your figures from but the figures from Kantar Worldpanel ComTech are saying RIM sold 6.5% of all smartphone sales in the 12 weeks up to Christmas.
Market penetration or installed base aren't want kills a company. It's lack of growth and if you look at RIM's share of smartphone sales over the last 3 years it looks pretty dire for any investor.
Unless they can produce a significant uptick, and I'm talking 100%+ YoY growth on 2012, they are finished. Simple as that.
The 8millon UK users comes from Blackberry themselves. Obviously they know exactly how many UK users are using their devices due to the way their network works.
The 12% figure is from an article yesterday in the Guardian. That's for Q3 2012. I think you're figure was Q4, and only represents new sales, that's not market share.
I understand what you're saying but IMO Businesses don't always have to grow and chasing endless growth isn't necessarily the best course of action. In fact many businesses would be better off if they were smaller. Kodak is prime example of this, and was often used as a case study in Business School.
Blackberry need to boost revenues, they only turned a profit this year due to tax breaks. Again businesses don't always have to make profit. It's all about what the owners want from the business. I'll admit most owners/investors(usually funds) are greedy and looking for nothing more than high returns.
I don't know who the majority shareholders are of Blackberry, so can't comment as to their motivation.

. I asked them why and they couldnt give me a proper answer, something along the lines that their ordering system automatically cancelled my order. So i said just put the order in again, to which they said that its now £550
and that id have to pay that price in order to get my Z10. Suffice to say i told them to go **** themselves.
