I'm still a fan of the idea of a pet licence.
My Franks clever but even he don't want to drive ?

How many dogs do you have experience of. Your current dog is 16yrs old. I dont know how old you are but I'm gonna guess only 2-3 more. Thats hardly enough for a solid study
It may stop them from selling them on. And that in turn may stop the theft
Supply and demand
No it doesn't
A chip acts as a backup but it doesn't replace a collar and an ID tag
Nothing in the order mentions Microchips

I must admit I'm not a fan of this idea. They say it's to stop stray's, dog kidnapping, fighting, etc, but the people that are doing that are hardly going to get their dog chipped are they? The only people who will get their dog chiped are the responsible owners anyway, in which case, they already have an ID collar, as my dog does. That logic seems flawed to me.
Plus there's the health issues associated with the chips, i.e. just how safe are they? Would you allow yourself to be chipped? Is there any data to prove that the chips don't cause any harm to the animal?
I knew they were talking about chipping dogs but I didn't think they had made any firm decisions.
Having a pet is already a financial burden on families without adding needless costs.
My dog has been chipped for 11 years without one problem.
It's bureacracy and not really required I don't agree that people should be forced to do it.

Can I just point out that a pet is a choice, not a right - If it was a burden then perhaps that family has it's priorities wrong.

Great idea, will stop people from abandoning animals and treating them as Christmas only presents. Cats should also be done too.
My cats are chipped and not had any issues.
If a dog attends a vet whether private or charity based they should be chipped at point of contact. If the government makes it law then the owner gets no chance of opting out.
What's wrong with making all owners reposnsible for their pets?
It's not 100% impossible for a dog owner who intends on abandoning his dog to remove the chip themselves before abandoning said dog.
Is it really going to stop it? I don't see it.
I have a problem with that statement (bolded), you are implying that a dog owner who doesn't have their dog chipped is irresponsible.
