I had a kuhler 620 with an Akasa Apache fan - when I changed it over to a Gentle Typhoon 1850rpm, I did notice it was on average 2C cooler. It was only 1 fan in a push configuration.

I've got one in my build at the moment and that buzzing noise was a pain to be around (I think I must be super sensitive to noiseHad a couple of Akasa Apaches on my Antec Kuhler 620. Ran as exhuast installed on the rear of my case. Was totally silent at idle and the pump was also very quiet. Didn't hear any buzzing unless side panel was removed and my ear right upto the cooler. Performance was OK too, slightly better than a Titan Fenrir/

The problem I am having is that for love nor money does the fan speed change... Its constantly stuck on 1450rpm, either idle or doing intensive tasks...

Since the cooler is plugged into the CPU fan header, I think the only way to change the fan speed is by controlling it from the BIOS, but I'm not sure if that will affect the speed of the pump.
Alternatively, you can plug the fan into your SYS FAN header and manage that independently to the rest of the Kuhler. Assuming your using the motherboard in your signature, I've highlighted the SYS FAN on the documentation you received with your motherboard.
