End of the day I expect you to put how you applied those skills in your work history, where as you wouldn't even get your CV to me without having buzzwords pass HR / recruitment people.
I actually agree with that bit. I would put the technical bits in the work history and then general technical skills and soft skills + project management etc in the skills matrix.
