So today I returned to my car after a 45 minute stop to find a lovely yellow council issued PCN on my vehicle.
I've parked in this location plenty of times in the past although it has mainly been during the week so I know that you must pay and display. I even remember seeing a traffic warden up the road when I arrived. Anyway, I popped out the car after parking up and realised I didn't have any change. No problem I thought, I'll pay on card - oh, the ticket machine has duct tape over the card slot... Fine, I'll go onto the paybyphone.co.uk website on my mobile and pay. I signed up and punched in the location code 7724 (written on the machine) and it came up with £0.00 for parking until 8.30am Monday 11th Feb. Interesting as usually it's about £2.00 per hour but I typed in my card details and clicked purchase anyway - I got a receipt page and walked away - Safe in the knowledge my car had a 'ticket'. Wrong.
I got back to my car and started to wonder why this ticket had been issued - I then saw the sign next to the pay and display machine - "Business Permit Holders Only - ... Sun 8.30am - 2pm". I parked Sunday between 11am - noon so definitely in those hours - in this sense, I deserve the PCN and I'll hold my hands up if necessary.
However, I categorically would have not walked away from my car if I hadn't of got a receipt saying I had valid parking for that period (PCN issued at 11:22):
Where do I stand on this? I admit I was wrong to park there without properly reading the signs but had I not got that receipt so quickly I probably would have driven on to find somewhere else. Plus I do have a parking receipt for those hours - which I guess is clearly invalid as it's Business Permit Holders only - Grrrrr why didn't the website either tell me that I couldn't park there or offer valid times such as 2pm (after the business permit restrictions are over) onwards ...
