7950 downclocks in games..

Hope someone can help cause im at a loss with this one!
Ok, got my 7950 oc'd to 1100/1400 on 1118v with trixx.
Can pass unigine 4.0 benchmark and leave it looping for ever with no probs and temps never over 62. In some games however it downclocks..

In fifa for example with either vsync or the 60fps cap thing on it can start throwing the clocks all over , as soon as i run with no vsync or fps limit the clocks are fine at 1100/1400.
Also with deadspace 2..if i use the ingame vsync the clocks go mad but without it they are fine,problem is i get bad tearing in deadspace 2 in any of the flashback or mental bits. I have tried making a profile for deadspace 2 in ccc with maxing all the graphics to overide game settings and this kind of works but fraps shows over 200fps even when cc is supposedly doing vsync and triple buffering so dont know whats happening there. :(
Anyone can shed some light plz?
 
To get to 60 FPS the card doesn't need to run at 100% so it lowers the clocks I would guess. Saves power and card lifespan, a good thing :).
 
Hmm could be that Fanatic... will have to check with fraps running aswell now to see if thats the case. Have just tried the new unigine valley benchmark also and that threw the clocks down a bit at point but just to like 1025 not like fifa which sometimes sets 2d clocks ingame! Surely the valley benchmark should be keeping it at full pelt?
Fifa is the worst culprit i have found as can you imagine the jerkiness as you are on the ball and clocks drop from 1100 to 300!? Thankfully i can combat by setting no limit to fps or vsync and thank god theres no tearing. Just hope im not missing something obvious. Seems vsync if needed to stop tearing just destroys and consistent clock speeds for me.

Hmm just tried unigine valley at max with 8xAA and clocks stayed at max so could be it. Just how do i combat screen tearing if i cant enable vsync cause it hammers my clock speeds?
