Generational wise, it doesn't really matter. To be honest, there's little use in directly comparing the specs to what a desktop computer can do.
A console has games taylormade specifically for that hardware, with direct access, almost at an assembly code level, to the hardware, which means they can get a lot more out of the hardware.
Some seriously impressive visuals will be possible on the PS4 with all the above taken into consideration, and I am personally very interested in the PS4 and what it will bring.

About 7870 performance. So with the increased optimisations they'll get from having fixed hardware it should perform roughly equivalent to PC 7950 performance (stock).
That's my guess.
The momentum is definitely with red team now: they have no excuse to have day 1 performance to be poor on PC games anymore which are also built on consoles which has always been the achilles heal for AMD in my view.
Ironically, this should push PC gaming on more.
