Radeon 7850 Graphical corruption in Video playback

Afternoon good folk. Im hoping someone here can help me narrow-down/diagnose some interesting GPU issues I seem to be having with my GPU.

In my current rig:
MSI HD 7850 Twin Frozr III 2045MB GPU
Gigabyte Z77-D3H Z77 Motherboard
8GB (2x 4gb) Kingston HyperX Genesis Grey RAM
Crucial 128Gb M4 SSD
Intel Core i5 3570K CPU
(Coming up to about 1 year old)

All parts running at the stock speeds (I know, ironic buying my stuff from overclockers but Im lazy)

I've noticed when playing videos on my PC that quite often the video stream can become.. "jerky" as if it's skipping/dropping frames from the stream apparently at random, a video will play fine for perhaps a few minutes then become jerky/choppy for a few seconds, then resume on as normal.

This seems to happen regardless of the video I am playing (SD AVI files, or 1080p MKV's) and in a mix of players (mostly VLC and Media Player Classic)

This *only* seems to happen when I'm playing media files, games and other high-performance applications run as expected with no noticeable issues/

But over the last month a much more serious issue has appeared, which may be related, I've started noticing small graphical glitches/anomalies (black boxes around borders of applications etc) and a quite serious issue as far as I can tell is also related to video playback. On rare occasions when starting playback on a video the display will glitch out to the point of being unusable. the actual OS keeps functioning in the background (Sound etc continues to play and the "primary" display continues to function)

The system will function until something causes the resolution on the PC to change, at which point the screen will blank 3-4 times in sucssion (with windows reporting that the AMD drivers have crashed and restarted OK) before bluescreening with the following error:

STOP 0x000000116 in relation to the file atimpag.sys.

Now, So far I have tried the following diagnostic steps:

Updated to latest drivers
Downgraded to earlier drivers (Using drive-sweeping tools to clean out ATI settings etc)
Disabled all 3rd party GPU tools (MSI Afterburner etc)
Formatted Windows and did a clean install

None of these steps have seem to have made any difference and at this point I'm going down the track that the GPU itself has developed a hardware fault.

I just want to get others opinions before going down the route of creating a RMA (Having never done so with OC.uk Im unsure what to expect)

Opinions?

Edit - To give a better idea, this is an example of what Im seeing (This is one of the less.. crazy-looking crashes, its normally much worse)

have you tried with the power control slider at 20% in ccc/overdrive? see if the glitches still happen

Well I have Overdrive switched off totally to see if that would make any difference, but I can give it a try.

Its a semi-tricky thing to replicate as it doesnt always happen when launching a video and doesnt appear to be tied to thermal levels/processor load on either the CPU/GPU
 
Well, its been running at 20% power for a few hours

Still noticing tiny amounts of occasional corruption on windows in Chrome etc so going to stretch out that its not helping :(
