Fans RPM slows down when PC is under load?

Hi all,

When I run a stress test or even surf the Internet, when my PC is under load my case fans RPM drops and so does the PSU fan?

I know my processor sits at 1.6Ghz and then goes to 3.8Ghz on demand but should both my case fans and PSU fans slow down? It's only slightly but enough to take notice of and actually hear them,

What PSU do you have?

Have you attempted to run Prime95 to see if there are any stability issues?

It's a Silverstone Strider PLUS 600W Full Modular. Ran Prime95 only for a few minutes to test temperatures etc. When I didn't have any case fans at all, you could hear the PSU's fan slowing down and speeding up ever so slightly too.
 
sounds like a power issue, is it connected to a fan controller?

It's a motherboard setting mate. Intel chips are underclocked to 1.6Ghz (Well, my i5 is anyway) until the PC actually needs the power, then ramps it up to 3.6Ghz which causes the fans to whir up and down.
