Upgrades for my brother.

My brother not long ago built the same system as me.

i3 3220
7850 2GB
8GB DDR3 Adata RAM
500GB Sata HDD
128GB Crucial M4
550W OCZ PSU
B75 Pro3-M Motherboard

He now wants more performance as he's not happy with how sleeping dogs is running. With max settings (apart from AA which is set to High and occlusion which is on normal.)

The game generally plays at about 30-40FPS when out in the open and when the frame rate dips up and down it can get a bit choppy sometimes.

Basically, he wants an increase in performance and his idea is to get the game running at a constant 60FPS.

Is this unrealistic? What changes to the CPU and GFX card would need to be made?

Lets try the free options first shall we ;)

Turn AA off it kills FPS. Secondly have you overclocked the 7850? They OC very well and it's criminal not to do so.

A better CPU would be the i5 3570K but your mobo isn't for overclocking. Might make sense to sell the i3 CPU and B75 mobo together and switch to a Z77 and i5K with the overclocked 7850 perhaps?
 
Overclocking the GPU sounds very interesting but I'm not really sure on how to go about it. I've seen the thread in the GPU section but not sure which guide to follow.

Although none of those listed programs are necessary, you can work from within CCC by enabling the graphics overdrive or download a program such as MSI Afterburner. Checking for artifacts can be done by running a benchmark software such as unigine heaven or valley, this should be carried out after every increase in clock speed.

I personally use MSI afterburner. It has a built in stress test tool. You can set custom fan speed settings to address noise or improve cooling. There is even a GUI which you can tailor to display FPS, VRAM used, temps, core speed etc etc all in game. Handy little tool

Temps are what you have to watch. I'm happy for a card to hit 80 degrees under load (less is better obviously), especially if I can keep it quiet at that clock.

To overclock you just gradually increase the slider for the core speed. You can then use kombustor to see if it's stable, after a few mins switch to playing a game. If the GPU isn't stable then you can gradually increase the voltage. More volts will equal higher temps, so just look for the best core speed at stock to start with......then you might get greedy if your temps are fine ;)

Yes there are different opinions. Some people say it's not stable unless you stress test on a benchmarking software suite successfully. However these benchmarking tools stress the system more than a game does. So I don't bother with the suites to compares numbers, just a quick test with Kombustor and then onto a demanding game I'm playing.

 
All OC programs will have core clock and memory clock that you can change, no need to be faffing around with voltage etc unless you want to achieve an even further OC.

What you'll want to do regardless of program is change the "power limit" slider to 20% as this will increase the TDP of your graphics card which will is essential for overclocking any GPU
 
That video does walk through using the software and covers most of the points.

Afterburner lets you up the voltage with a slider. This will only allow the maximum safe voltage, the downside as I said is that if you need more volts to make the GPU stable that equals more heat.

Yes the graphics driver or the PC may crash while you test but don't let that worry you. If it crashes you either move your clock speed back or increase the voltage a little. As I said just find out how high you can get on stock voltage then maybe up the memory speed a bit too.

You only have to overvolt the GPU if you want to bud. As with CPU overclocking some people push for the absolute MAX. You don't have to go OTT with it
