This is my current spec.
Gainward BLISS GeForce 8800 GT 512MB GDDR3 HDTV/Dual DVI (PCI-Express) -
Intel Core 2 Duo E2180 "LGA775 Conroe" 2.00GHz (800FSB) -
Pioneer DVR-212DBK 18x DVD±RW SATA Dual Layer ReWriter (Black)
Abit IP35 (Socket 775) PCI-Express DDR2 Motherboard
Antec NSK 6580 Super Midi Tower Case - 430W Earth Watts PSU
OCZ 2GB (4x1GB) PC2-6400C4 Dual Channel Platinum Revision 2 XTC Series
Western Digital Caviar SE16 400GB SATA-II 16MB Cache - OEM

Which must be at least 5 years old now.

Dont get me wrong everything is still working fine and that I can do what I need to more or less with it. Its just a bit slow to boot up but once I'm in its OK.

However I feel that its getting abit old and the fan is a bit noisy ( its over clocked slightly) but this isnt a real big problem.

Now I work from home and do web design and a bit of programming.
So possibly want something that would be able to cope with illustrator and Photoshop. The only games I really play is Flightsim X
I'm still on Vista and I run 2 iiyama monitors.

Is it worth upgrading or getting a new system. Or what would you reccomend

It seems worth upgrading, though if you're still happy with it...You can wait a while until Haswell appears (in June/July)

If you were to upgrade what budget would you have?

Sorry to reserect this but there seams to be some good stuff on the MM is it worth going down that route?
Or would new be better

Depends what components you have your eye on and what you can pay for it..

I've bought many things from the MM, all great products.

Only problem is I been that out of the loop hardware wise I dont really know what plays nicely with what

That's fine..

What your looking for really is a 1155 socket i5 and a Z77 motherboard. The K series processors can be over clocked really well and are highly recomended.

As for the GPU you really need something with 2gb of vram. A cheap 6950 or 7850 would be ideal..

That being said this hardware will be out of date by the time haswell lands in the summer. You will get better value/futureproofing at that time.
