Considering they had committed more than one offence; the fuel and the no insurance, the officer could have easily had reasonable suspicion under stop and search that they might have stolen goods or going equipt

I think that's a bit shaky for me. Perhaps if there was done Intel as well...
 
This happened in 2011.

Not to put too fine a point on it, but why the **** is this still news? I was at Uni in Exeter when this happened and it wasn't much of a story then. :/
 
Hard to know who was more stupid . . .

[The kind of police officer that doesn't have a look in a car of a person who doesn't pay for petrol and has no insurance] knows the law. There is no power to search the vehicle in those circumstances.
It is disturbing to see how little imagination the Gloucestershire Motorway Police seem to have then.

I'm sure that with a little common sense, where at 4:30am two people without insurance leave a petrol station without paying and crash their car in a service area they could have asked one or two fairly obvious questions and might even have succumbed to the temptation to ask if they might have a quick peek in the boot.

The mere fact that the people came from Manchester should have raised alarms :D
