There don't seem to be any holes on my motherboard the x79 up4 so I can't put the backplate on for the CPU cooler am I doing something wrong?

Don't some coolers come with a backing plate with double sided tape to stick it on the back of the motherboard....? Then you screw it down as normal.

According to the product description:-

2011 Compatibility requires additional mounting hardware

Edit:
It appears that the mounting kit is now supposed to be supplied with cooler, OcUK's information is just out of date. The mounting kit appears to be this.

That description for the mounting kit is either a very bad translation or written by someone with very bad grammar skills. :D

So I got it all working I'm sure all is plugged in right but when I power it on it starts then 1-2 seconds later is turns off then back on and repeats the process any ideas?

Make sure ram is in the correct slots, which in your case is the grey slots.
Also check your Cpu and mobo power connectors are properly seated.
