Earmarked funds - How long to get back?

I attempted to purchase a mobile phone direct from the 02 store earlier this morning on PAYG. The order went through and the funds went from my bank account, however I then got an email from 02 saying they won't be taking the order any further because I also purchased a PAYG phone from there store in early February and I reached the 'limit' for PAYG handsets.

I contacted them concerned as to where my money had gone and they couldn't 'trace' it and told me to contact the bank. I did as they suggested and the bank weren't much help either, telling me the funds were earmarked and they didn't know when they would go back to my available funds.

Anyone had anything similar happen before? How long did it take to get resolved?

It sounds like the transaction was pre-authed or charged and then voided. It normally affects your 'available' balance for ~24 hours, but shouldn't technically leave your account because the funds were never settled (i.e. it won't appear on your statement).
 
Why would they have that policy?

To stop fraudulent activity against an address.

This would be an ideal situation. Don't want to go up to 5 days without the funds!
