The problem is nkata, is that people will get trapped down the rungs.
Obviously not everyone is employable, but if you force people into crappy unskilled labour (usually renumerated at a standard wage with the benefits of no responsibilities) for a pittance, you're effectively condemning them to that life?
How are they meant to scrape enough cash to reskill?
How are they mean to be able to get enough time to properly job search.
Don't get me wrong, I bloody hate scroungers that exploit the system, but I'd rather pay for a few swine, then condemn a lot more.
