b) claiming benefits you are entitled to
c) paying tax you owe.

only one of these activities is enforced, and it is not claiming benefits.


Taxation is always relevant in a debate on benefits, because the state has no money to distribute without first taking it via taxation, or borrowing against future taxation.

If you don't want to owe tax then find some other means to survive, completely voluntary? course not, it's no more voluntary than having to claim benefit when one finds oneself without an income, in majority of cases through no fault of their own. But you should also by the same token fend for yourself so if you choose not to work to pay for food and housing, then you must find some other way of surviving and not rely on people working to keep you.
