We need more information...

i5's have very poor on board GPU's, so if its a gaming rig its pointless and if its a web surfing rig an i5 isn't needed.

You won't find much. The only i5's that are overclockable are £180+, unless you buy used. Motherboards are around £90 (Gigabyte Z77-D3H) bare minimum for overclocking.
You will need a better budget, or go AMD withough HDD etc... Your choice. Do you need a HDD ODD>?
