Is my cousin being scammed?

This tbh...

Your cousin is either dealing with a total mouth breather... (even without internet banking he can still phone his bank and make a payment to another account/sort code)

or (more likely) its a scam.

He could humour him on the off chance its not a complete scam... tell the buyer to use the telephone... explain to him in simple English that he can still phone his bank and wire him the monies without using paypal.
 
Outside country? Check
3rd Party collecting it? Check
No bank accounts? Check

I'd have stopped at point 1 to be honest. Tell this person to do one.
 
Cash in hand or bank transfer only.

Had a guy living in Spain see my car on Autotader and he went through a local used car garage by me. They came checked it over at my work took about 5 minutes looking over it and didn't even test drive it, they gave me the money in cash. Then arrange delivery to him.

Probably the paypal account isn't the buyers (possibly it's an hacked account, and when the original owner finds out any transactions made will be refunded and the seller looses the money along with the item being sold).
 
1. Setup new paypal account
2. Withdraw the cash once transferred & shutdown paypal account
3. ????
4. Literal Profit
 
All my deals state I will not use Paypal out of principal, if they don't like it **** off. Wish everybody would do the same then they would do something about there ***** conditions/fees/policies.
