Ramirez never got the sentence that was passed on him. Amazing seeing as he was on death row for 24 years!

Still, he's dead now. Deserves no less for brutally taking 13 innocent lives.

Yes it's fairly normal. It costs the state a hell of a lot of money to excute someone because of how many appeals they're allowed to put in, each of which prevents them from being executed. In the state, death row cells are pretty much full of people serving entire life sentences, but are never really expected to be executed.
