Keep Getting FPS Drops.

Hi, I built my own PC last month and it runs greatly but when I play games it will keep dropping from a steady 60FPS down to a 30 which makes it lag out and stutter a lot, why is this?

My Specs are:

Intel Core i5-3570K 3.40GHz (Ivy Bridge) Socket LGA1155 Processor - Retail
GIGABYTE WindForce Radeon HD 7850 OC 2GB GDDR5 Graphics Card [GV-R785OC-2GD]
Kingston HyperX Genesis Grey 8GB (2x4GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit (KHX1600C9D3X2K2/8GX)
GIGABYTE GA-Z77-D3H Intel Z77 (Socket 1155) ATX Motherboard
1TB Seagate Barracuda ST1000DM003 3.5" SATA III Hard Drive - HDD
550W XFX Pro Core Edition 80PLUS Bronze Power Supply [P1-550S-XXB9]

I've just completed Batman: Arkham Asylum which overall maintained 60FPS but did now and again lag out. I have just started playing Dishonored and every other minute it keeps lagging out, it goes from a 60FPS down to a 20-30 all of a sudden?

I think I am using the latest drivers, how do I check?

Fresh driver install maybe? Are there any other programs hogging your resource? I know my VM drains my PC when running BF3 at the same time.
 
Just installed the driver again, will check if that made a different in a bit. What do you mean by VM? probably being really thick here.

Virtual Machine, I use it when downloading.

How do I check that mate?

If you open your task manager (Start > Run > taskmgr.exe) and under processes, arrange by Memory/CPU to see what could be taking all your resource.

Yeah sorry about that, my screen hadn't refreshed so didn't see it. That is strange, there should be something running. Everyone has something.

Click on performance and let me see that.

Also if you press ctrl alt delete what does your task manager say its running.

Do it in game though to see if anything is kicking in when you are playing
 
That's a very good point!

This would kill your FPS as it sync the frame rate to your refresh rate. Disable it and it could double the FPS. What are you using to track your FPS?

well it wont double the fps it justs allows the card to run riot with the frames if you turn it off. It wont stop the card going down to 20-30fps if you turn it off

op does the game slow down during intense scenes? could just be that.

The CPU usage goes from like 0-4% but no more?

How do I check if vsync is enabled as well?
