The religious rationale for such practices (including Jewish Circumcision) are circumspect to say the least. Even within Judaism and Islam, the two main religions who advocate such it is not actually a requirement, but by custom and tradition it has become almost sacrosanct. Female circumcision or FGM is more of a cultural practice rather than religious one and is generally illegal in most countries, including many of the African ones most responsible for such practices.
In my opinion, all such procedures should wait until the individual is able to make their own choice, as was the prevalent practice in antiquity.
