I often wonder if it even makes sense financially to make a new Half Life game for Valve. Half Life 2 sold around 12 million copies at retail apparently (of course Steam doesn't release sales figures). There are 265,887 people playing Dota 2 right now, at this instant. Nearly 600,000 people watched The International.
I'm willing to bet that Dota 2 makes Valve a lot more money by getting a hell of a lot of people using the Steam platform (which is Valves main goal when the release games, lets be honest).
Tl;dr: Half Life 3 will never come out.
