Coolest running CPU

Hey guys, i'm looking for a CPU to setup a mini itx system around, i want it to be as cool as possible so i don't need much cooling from fans etc.
System does not need to be that powerful, will be using on board gfx. hardest things it will have to do is YouTube / play a movies.

what would you recommend, the key thing is that it runs cool ?

aslong as im able to find a decent itx MB, socket doesn't matter to much.
