"It is against Health and Safety regulations to serve fast food to people on horseback"

Wow that's amazing, congratulations to McDonalds on having the most comprehensive H&S manual ever, it really does cover every eventuality.

It's more likely to be as a result of their public liability insurance which will define what activities are covered. They will be insured for serving people in cars, but not people on horseback.
