I'm not overly sure what the issue is.

I personally see Arsenal as perhaps tier 2, champions league contenders where-as I really haven't thought of Liverpool as anything other Europa league / just above mid-table for quite a while now.

Arsenal should go for Jackson Martinez, cheaper than Suarez and they can invest in other area's of the pitch as well since it looks like Liverpool want £50 million + for him.
