Strange stuttering/lag

Hi all,

I've recently done a fresh install of Windows 8, and I've got all the latest drivers installed.

After about a minute of being in a game, I start to get what looks like really bad FPS lag. Except it's not low fps. I first thought it was a problem with BF3, but I've noticed it in other games too.

I used fraps to check my FPS, I'm getting 50-60 except it looks and feels like it's about 20. It's not hard drive activity, and I'm pretty sure it's not cpu related.

Any ideas? The first minute or so in game is fine, but then it just deteriorates. I've made sure nothing is running in the background.

Specs are getting on a bit now, but I didn't have this problem before the fresh install.

Q6600 @ 3.2Ghz
AMD HD 6870
4Gb ram.
 
Corsair vx450.

Like I said, didn't have these problems before I formatted so I'm not sure what's changed.
 
Main OS drive is a Western Digital Caviar Blue 320GB. Health checks look ok for it though.

Were you on Windows 8 before you did the fresh installation?

Yep.

I've tried a few different catalyst drivers but all had the same problem.
