£400 new build spec help

Evening all.

A friend of mine is after a new build, max £400.

It will be used for photo editing, medium gaming, and browsing.
He already has the monitor, keyboard and mouse, so he's only after the pc it's self.
He isn't fussed about what the case looks like either, is itll be tucked away.
His monitor is 19 inch but eventually he wants a 22-24 inch.

Any suggestions would be welcomed.

I'd recommend Windows 7 (get 64 bit). I just can't understand 8 on a desktop; that's my preference though.

Good spec above, you could drop down to the A8-5600K and overclock it, it'd only be a small drop in GPU performance and you can add a discrete card later anyway.
