new HIS HD7950, low fps and underclocking itself!

I've had a brand new HIS ICEQ 7950 for a couple of months now. It started off with great performance but now i've found my fps have gone a bit ropey.

I've found in most games the card is under clocking itself (even though i'm oc'd to 1200/1750) and i'm getting really low GPU usage, sometimes 30% and under.

Mainly playing Bioshock infinite, Crysis 3 and DayZ. I'm using 13.6 beta drivers with an i5 sandy 2500k at 4.6ghz, 24GB ram, Windows 7 64 bit.
 
I tried a driver sweep and reinstalled with the new 13.8 betas. Still low fps in Bioshock infinite at 1920x1080 with high/veryhigh and ultra presets
 
Dayz is more about CPU the game is very buggy in the department. Better waiting for Dayz standalone for the improved performance on that game.

Bioshock is another game where performance can be bad at times. Make sure you set the dynamic Shadow to high and not Ultra and Post processing to standard.

Them two settings are very badly done and effect frame rate bad.

Turned on too, which drops FPS by about 10, my GPU runs at 100% constantly when playing, and runs a fairly regular 95fps, but can throw a wobbler when in a lift, and it drops to 20/30 for a split second.

I play at 1920x1080.

Have you tried stock speed/memory to see if it does the same thing?

That frame drop at some points us because of dynamic shadows, switch this to high and you never drop a frame.

You're suffering from the boost bios throttling problem. There are three different solutions.

1. Dial back your overclock. Ensure you have the power limit at +20% all the time.
2. Use tommys power hack to increase the power limit to +50%. With boost cards +30% is enough usually to remove all throttling from the card at large overclocks like you're running.
3. Flash this bios to your card. Ensure your card is on bios switch one before flashing. Bios switch two is your backup in case anything goes wrong. I've uploaded my custom bios which Kaboom made me. It removes the boost part of the bios and adds 50% power limit to the cards bios via default so you don't need to do the power limit hack from 2.

My bios uses custom clocks of 1093/1563 with a variable voltage based on your asic. If you have a his 7950 boost im guessing your asic is below 70% so this should be a good match. I think voltage for this asic is 1.175v.

I just twigged I haven't got the +20% on, now it's running at full clocks and about 73% usage in skyrim now, compared to about 30% before!

Nay bother lad. However play a more demanding game and you will throttle at those clocks. You'll need 25-30% power line in demanding games at 1200 core id imagine. Its a fault of the boost bios that has unfortunately never been fixed. I speculate the bios has the TDP limit set for the non boost card.
 
All games are much better now! Crysis 3 still runs like **** though :( Just booted up multiplayer and even with everyone on medium it's too low fps to play properly
 
Glad you got it sorted, seen a lot of +20% issues tbh (even had it myself lol), such a simple resolution but also can be such a blind-spot as your mind races to - omg whats wrong ive broke it lol
 
GPU usage is much better in all games. Skryim and Bioshock seem much better. Dayz if anything is even worse.

If I oc the mem too high can this actually be detrimental to fps?

Dropped it down to 1150 core 1500, Dayz still running worse than stock clocks but all other games run better
