He had workman boots on! He looked like he had come off a building site or similar.

I'm probably going to hell for this, but on my way home I saw a guy in workman's clothing and boots riding a Pinarello Dogma with Cosmic Carbones and I think Speedplay pedals.
I remember the article about the police pulling over that guy riding an expensive bike in "non-cycling" clothing and I can totally see why. Someone riding a Pinarello in toe-cap boots looks dodgy as ****. I gave him a long hard stare and he looked back at me with a guilty look. Should I have said something? I did consider taking my camera phone out but it was in my bag and the lights changed.
Maybe his commuter flatted so he had to take the good bike? Maybe it was just serviced and he picked it up at lunch, or just bought it from a shop or used from a work colleague.
I wouldn't be too quick to draw conclusions.

Can anyone recommend any decent base layers and a warm jacket for winter cycling?
Not really looking to spend much more than £30-40 on each.
That jacket looks nice. My only concern is that it is black and therefore night time visibility of me may not be that good. Does look a great jacket for daytime winter riding though.
Thinking about ditching overshoes this winter and getting some winter specific shoes instead. Any recommendations?
