Looks like some kind of sealer which could stand to reason if on an old set of alloys for the winter months as they sometimes don't seal properly.

See if they stay inflated and maybe get them balanced
 
It will be sealer, not a repair. Never sen anything salmon coloured before though, seam sealer is black and mounting lube is white. Looks like a pretty shonky wheel tbh so no surprise it leaks.

The alloy is corroded inside the rim and the lazy scoot has used a can of tyre sealer to try and fix it which goes that color.

It's a simple fix for your local tyre fitter where by you sand down the inside of the rim and apply a proper tyre sealant and refit.
 
If they don't go down and are well balanced I'd leave well alone, I assume you have bought them to just stick on at the first chance of ice and snow.
 
Just tyre sealer, my local place boshes loads of it on as a matter of course. Nothing to get concerned over.
