So, the leap seconds are due to corrections in the "imperfect" estimate for how long a year is, whereas the variation on how long a "day" actually is is due to perturbations that affect the earths rotational velocity (position of the moon/other celestial bodies and the position of the earth with respect to the sun will all have an effect).
