Is this anything to do with the leap second? As well as the 1-day adjustment that we use every 4 years on 29th Feb, 1-second adjustments are also used every year or so at 23:59:59. This is used as a response to the slight fluctuations in the Earth's rotation speed.

a day is the time taken for the earth to rotate fully on its axis, whereas a year is the time taken to complete a revolution around the sun. So, the leap seconds are due to corrections in the "imperfect" estimate for how long a year is, whereas the variation on how long a "day" actually is is due to perturbations that affect the earths rotational velocity (position of the moon/other celestial bodies and the position of the earth with respect to the sun will all have an effect).
