From the NSPCC guidelines:

A single act has pretty much zero chance of being classed as neglect.

This wasn't neglect, it was just a foolish accident that had tragic consequences. What exactly would you charge the mother with?

It does however say "serious impairment to health", surely death gets bumped up a bit?

It took a combination of years of hard work and general contempt due to the realisation that the average population are complete dumb ****s. I would class the average person here way better the dregs of society I had the misfortune to meet
 
Sorry to say but with an attitude like that I think you fulfill being the dregs of society more than anyone I've ever seen post on these forums. If you're trying to get a reaction congratulations you have from numerous people - consider it a success and if that improves your lot then it speaks volumes of the starting point - and if you genuinely are like this then I really pity anyone who has the misfortune to know you.

I was in spain two week and despite the signs telling you not to sit on them their were both adults and children sitting on them. I was ready to laugh my **** off when the carousel started. Little did I know then the tragedy waiting to happen.

Damn.
I have a two year old, no matter how many times I tell her or warn her regarding something, you still need to have eyes on the, or a hand on them, if they are remotely close to something dangerous, like a road or open water.
I wonder if the mother was asleep, as one would at least expct to hear the splash and react.

Water and kids doesn't ever end well if they are unsupervised.

You missed the word "than" out there. Surely the sentence should read "I would class the average person here way better THAN the dregs of society I had the misfortune to meet"

How did such an error occur? How did you let this happen on your watch? Impossible surely? Certainly it can't be put down to human error because that doesnt happen.........
