CPU jumps from 1200mhz to 4000mhz overclock?

So at the moment my CPU will run at 1200mhz then jump to 4000mhz when an application is being used.

Does this hinder the performance in anyway?

If so, how do I make it stay at 4ghz?

See I did think that.. So I guess there's not much to gain with having it at 4Ghz?

That will be speedstep working, the over clock will only be applied when the power is required.

If you want your CPU to be at 100% frequency all the time, go to power options and advanced settings and then processor power management. Then change CPU minimum performance state to 100%. Then you will see your full speed all the time. Note this of course doesn't mean you will see full load on the cores.

No actual need to do this at all as speedstep and downclocking is a good thing in my opinion.

Hardly, the difference in electric bill will be negligible.
