Anytime I start up my PC/laptop without an internet connection this happens.
Perhaps you have an internet connection that doesn't kick in instantly, and thus when your OS boots up and Origin starts automatically. The OS registers no internet verbindung as being present, and thus you get the cleared details bug...
....that is what happens with me anyways.
Try setting up ORIGIN not to auto start with Windows.

Might be a windows permissions thing. Try copying/pasting the whole origin folder to another directory, delete the old one then move it back. I had this problem with planetside 2 and this fixed it.
