In fact acting totally disinterested is likely to get more results... women have this major problem with men who don't pander to them and act all interested, they cant handle the fact that you don't find them attractive and often will seek you out because of it! nutters I know but what can you do

She could make a compliant about him for sexual harassment, he could lose his job, his family spurn him for being a sexual predator, he is outed by the local vigilanties and wrong labelled a paedo and murdered outside his front door by a couple of meatheads. I would say no - it's not sexual harassment in any realistic context. Unless, as others have pointed out, you do it while rubbing your crotch / nippes etc or otherwise doing something creepy and inappropriate

That being said, I wouldn't dare say it to a colleague unless I already knew them very well. If somebody takes it the wrong way and decides to report it to HR, then you won't have a leg to stand on. Sexual harassment reports are 100% "guilty until proven innocent" in practice, and it's very difficult to prove your innocence.
