She is in the office next door. She knows that i think she is hot. She does have a boy friend.

In fact acting totally disinterested is likely to get more results... women have this major problem with men who don't pander to them and act all interested, they cant handle the fact that you don't find them attractive and often will seek you out because of it! nutters I know but what can you do :D

Just do it, what's the worst that could happen? Exactly.

She could make a compliant about him for sexual harassment, he could lose his job, his family spurn him for being a sexual predator, he is outed by the local vigilanties and wrong labelled a paedo and murdered outside his front door by a couple of meatheads. Oh and then his corpse is hit by a meteorite :p

This is how I always act when talking to others, I don't like to discriminate in my sexual harassment.
 
Only if you are rubbing your nipples whilst saying it then it's OK. You can touch her and say it but you cannot say it while touching yourself.
 
I would say no - it's not sexual harassment in any realistic context. Unless, as others have pointed out, you do it while rubbing your crotch / nippes etc or otherwise doing something creepy and inappropriate :p

That being said, I wouldn't dare say it to a colleague unless I already knew them very well. If somebody takes it the wrong way and decides to report it to HR, then you won't have a leg to stand on. Sexual harassment reports are 100% "guilty until proven innocent" in practice, and it's very difficult to prove your innocence.
