New GTX 770 arrived - it's really, really loud!

A little help pls guys. The fans seem to be on 100% at all times. It's a Gainward GTX 770 Phantom and according to the tool that comes with the card and Precision X the fans are running at 33% and the temp never goes above 26c. If I up the fans speed to a 100% there is no noticeable change in noise levels and it still sounds like a place taking off! Any ideas what to do about this?

Latest drivers have been installed btw
 
I haven't tried afterburner, but Precision X lets you set a fan profile and it makes no difference. They're always running at full blast. I'll give afterburner a go.
 
Damn - afterburner is no different. It's impossible to drop the speed bellow 33%. Although I don't think that's the problem as the fans are always running at 100% regardless.

I've tried reinstalling the drivers, Gregster. No change.

This stuff really winds me up - I bought the card to replace a GTX 670 that for the last 6 months has given me no end of trouble. The error (games freezing in an endless loop) made gaming a nightmare and was repeatable on a friends PC, yet after being tested by the supplier and by Gigabyte (for over a month!) no error was found. This is after 4 windows re-installations (2 Windows 7 and 2 Windows 8), using every driver known to man and multiple firmware updates. I finally gave up and decided to take the hit - can't ebay a card I know to be faulty - and got this GTX 770 as a treat after all the wasted time and the sour taste of having bought a £300 paper weight! And ppl wonder why many of us are turning to console gaming!

Ok, various uninstalls and different driver versions and the fans are still going at full whack. At boot they're fine, but as soon as the desktop loads something kicks in and they ramp up. I've uninstalled anything that affects fan speeds and no change. I'll try putting the faulty 670 back in and see how that does fan wise.
 
Is the card seated right, try taking it out and putting it back in. Try clearing the cmos at same time. Make sure cables are firmly plugged in.

All seems fine now. Don't ask me why - I'd tried everything above bar reinstalling windows. In the end I put the old 670 in and the fans were nice and quiet. Uninstalled all the drivers again, rebooted, shutdown, stuck in the 770, installed latest drivers and all seems fine :)

Wonderful world of PCs. Cheers for the suggestions guys.
