Right so after the January news i think I am going to consider getting a closed loop just some initial questions.

Are the reference cards a good choice for this will a custom PCB with great memory come out that would make for better overclocking ? I know some of the custom cooler options might not have voltage control ?

What sort of real performance gain can be had from overclocking underwater for the 290?

You have to buy a reference card if you want to fit a waterblock as blocks are only made to fit reference boards. Custom boards rarely use the reference layout.

The only exception to this are cards that come pre-fitted with blocks from certain partners, but these tend to be ridiculously over priced.

This is wrong. Very often, EK make blocks for various GPU'S.
 
some partners will make better pcb with voltage like asus.
if a waterblock will be made to support such is hard to say.

if you OC a 290x seems to do 1230-1300mhz on water currently.
a 290 a bit less.
these cards begs for water cooling.
I got 500p more in firestrike by opening my door to the cold here with the same settings as previously.
