Plumbers! Washing machine water supply

These are our washing machines inlet pipes. Are the half-nut screws valves? I've been turning the cold water one (closest) clockwise for ages and I don't think it's even gone in - hasn't stopped turning anyway.

Help!

They only turn 1/4 turn. They are a ball valve.

Flats perpendicular to pipe is most probably "Off" but don't quote me on that :-)

Slot up water on, slot crossways water off.

Only 1/4 turn though.

Yes but then we don't act the <|#} outside of GD. He had already derped, so sort his issue and move along, lesson learned for many reading the thread.
