Is there a way to download steam games before activation?

For my brothers Christmas present, I've got him a number of steam games for his account.

Back home where the family lives has got absolutely terrible internet quality, literally <2mb with a strict download limit.

Is it possible to download steam games before activation as once I get there, he will have no way of downloading the games which number in the 10's of gigabytes.

I can pirate them easy enough :rolleyes: but obviously don't want to do that!

Are there any provisions for this?

If you have the game on Steam then copy the folder from steamapps and paste it to his machine then restart steam once done it should pick it up as installed. Once he activates the game it should not need to install.
 
No way at all unless they are pre orders or you own them yourself. If you own them, download them and literally drag the folders onto a memory stick and then drag them into his steamapps/common folder on his PC. Then, when he activates them and chooses to install, Steam will see that the files are there and usually download a couple of MB and then it's completed. With the bigger games, it can still pop up saying 0MB/20,000MB for example, and will download as if the game files aren't there. However when the download gets to whatever number MB that is required for any files it needs to reacquire it'll shoot up to 20,000MB/20,000MB and complete.

Other than that, all you can do is get the files illegally, rip them out of the .iso file onto a memory stick and do the above.
 
Activate them on his account on your computer, download them and make a back up of the files as per Omaeka suggestion.

Failing that, give them to him now so he can start downloading early.

This. By far the easiest way.

If you dont have the game he's after, but he visits your house, you can let him log on to steam on your computer (hhis own account), activate and download the games there, then just do the steup above: copy the game out of the steam / steamapps folder.
