BRAND NEW AMD 280X BLACK SCREENING ON BOOT

hi installed my new sapphire vapour x today and its black screening at boot,my mobo is the asus p6td delux/latest bios/i7 930 stock for now,so i uninstalled all my nivida drivers ran driversweeper/cleaned reg then installed the 280x the screen goes from blue to black as usall but no boot sign/cant even get into the bios/so i reinstalled my old gtx480 in the top slot and put the 280x in the bottom and hooked the dual link to the gtx,got into windows 8.1 and checked device manager and seen the 280x is showing up ok,installed cat 13.4 then took the dual link out of the gtx and into 280x and it displays 800/600,wont go to 1080pfor some reason,so i reboot and took out the gtx and tryed to boot with the 280x,still geting black screen,weird thing is after i rebooted with the 280x it must have booted into windows because i could see and move my white mouse pointer on the black screen,really stumped over this,why cant it boot on its own,but if i put my gtx in and boot to windows it show up /dont know if im doing something wrong or i have a broken card/the only thing i havent tryed yet is uninstall win 8.1 and install win 7 again...

Have you got a spare drive to run a new Windows test install with the 280 only?

There might be some Nvidia driver leftovers interfering with the AMD GPU.
 
this was a fresh install i did 3days ago/i will probaly have to try a fresh install to verify thats not the problem,but i dont see how i can do a fresh install with the 280x if i cant even get to the bio screen
