Bank question (paying account)

Got this from my bank, what exactly is classed as a "paying account"?

An account capable of making payments, i.e. standing orders and Direct Debits.

You can close it but you'd need to repay the overdraft.

You can. Close your account if you wish, you are entitled to do so.

You'll have to repay the money you owe them, obviously. Why wouldn't you? You spent it on stuff, it's not free?
