760 sc or 770 oc?

The GTX 770 would be the best option IMO as the GTX 670 iirc is faster than the 760.

Always choose the higher shader card if you can manage (and in this case, 770 will pee over that 760)

I wouldn't going to a GTX770 to be honest. If you can't afford a brand new GTX780, try to find one at a bargain 2nd hand from trustworthy sellers.
I have had both, the 760 is a rip off so many reasons not to buy it i dont know where to start
The 770 on the other hand is and epic buy for the money, great performance for the money, i had the palit jetstream, get the fastest one you can afford

As people have said you want the most powerful card for the money.
The 770 is obviously better than the 760
The 780 is obviously better than the 770
and on and on.....There is always a slightly more powerful card for a bit extra money, you just need to decide on your budget and go for it. Obviously the rest of your system has an impact as well, no point having the most powerful GPU if your system cant run it.
For the money you could also look at amd 280X cards which are priced between 760-770.
I myself use a 770 MSI gaming edition card, its a great card, bought it when it first came out so paid a lot more than it is today. Only a few games I cant run everything on max for reasonable frame rates.
Then there is also Maxwell coming out which might affect keepler based GPUs in terms of price.
Lots of things to consider.
