Well no. When I get my council tax bill it tells me how much of my money goes to paying the police ect.
Now since there are more tax payers then police then yes WE(THE TAX PAYER)are their employer.

Err no. Police are Crown servants. I also still don't see the point you are trying to make.

The road traffic act stipulates -

It is an offence for a person to be in charge of a motor vehicle on a road or other public place with excess alcohol in his breath or in blood or urine as evidenced by a certificate of analysis or statement.

Now being in charge of the vehicle simply means having easy access to it; for example having the keys in his pocket.

So I trust if he had provided a specimen of breath he would still have been arrested.

You don't give or assign work or tasks to the police, or pay them directly; therefore you are not an employer and I would suggest checking your definitions.

You are taxed as a citizen of this country, that tax goes toward a number of public services and organisations. The tax bill simply breaks it down, giving you a better understanding of where your tax money goes.

But as Burnsy has noted; not sure what the relevance here is.

Ok, Hypothetical question here.

I drive to the pub and park up. I have had not had a drink yet. I leave my jacket in the car boot.
I have a few drinks and decide to get a cab home, however while I'm waiting for my cab outside it starts raining.
I go to my car to get my jacket out.

Could I in theory then get done for being under the influence while in charge of a motor vehicle? If so that is pretty lame.

JUST WHAT. When I get my start of the year council tax bill it tells me what it's all going on.
It also tells me what percentage of my money goes where. I E how much schools\Police\Fire+ambulance ect get.

I will put it very easy for you as I see you are having problems.

Q-Do the police in anyway but a single penny towards my weekly income.
A-100% NO

Q-Do I give the WMPforce any money via council tax towards the cost of the police.
A-100% YES.
 
I lost all faith in the Police several years ago, a recent incident involving them confirmed it.

It's not always the actual 'bobbies' that are the problem but the CPS that sit behind them, incompetent beyond comprehension :mad:

There is no legal definition for the term "in charge" so it depends on the exact circumstances a. Generally, he is "in charge" if he was the owner or in possession of the vehicle or had recently driven it. He is not in charge if it is being driven by another person or is a great distance from the vehicle.

It gets more complicated where a person is sitting in the vehicle or otherwise involved with it. In charge can include attempting to gain entry to the vehicle and failing, having keys to the vehicle, having intention to take control of the vehicle or even being near the vehicle.

The description you have given, I would say you have a reasonable defence.

Prosecution would have to prove intention to drive. It's unlikely they could prove this on the evidence you suggest alone.

I give money to charity, does that make me their employer? No.

You are wrong on this. You are taxed as a citizen and it is the Government allocates where that tax goes in most cases.

So are the people in Asda under your employ when you shop there too then? Police officers pay taxes too, does that mean they're self-employed?

Please don't bundle the Police and CPS together. Police are often just as frustrated with the CPS as the victims.
 
looks to me like the bloke misheard him say "two" for "tea".

then looks like instead of just doing the roadside test, he was an absolute moron.

ok, the plod wasnt the nicest of guys, but its obvious there is more to this than just the video (the policeman already knew the blokes name for instance) so its either been edited or something has gone on previously.

i just hope the copper doesn't get shafted because people are morons, if a policeman asked me to do a test, to effectively proove him wrong, id do it.
