I think they mean buses stacked on top of each other, then unhelpfully measure the depth with a bus on its end. It's not very clear.

That would imply that double decker buses are 12 and a quarter feet high.. As someone who is 6'5 I can confirm that although bus ceilings are not as high as they should be, each floor is atleast 6'2-3 high. Then taking into account the height added by the frame of the bus, wheels etc. and you couldn't fit 4 double deckers inside 69 feet without one sticking out the top.

I would guess that 50 and 15 were just mis heard when first communicated.

I'm not 100% sure but I think when people give measurements in terms of buses, football pitches and olympic sized swimming pools they aren't using them as an SI unit expecting someone to build something based off those plans :p
